Where's the Golub Corporation and Metroplex when Youth Need Them?

The Hamilton Hill Arts Center and arts centers in low-income neighborhoods provides free arts opportunities for residents. Teen boys (ages 15-17) learn to play music on steel drums, guitar and percussion instruments.

"The Schenectady 2015 action plan is to leverage $2.6 million in Federal funding for projects—but only $19,608 will be allocated for Hamilton Hill."

Most corporations do not like "whistle-blowers," and will do almost anything to keep employees from exposing the abuse of power and abuse of people within the organization. Former Schenectady Mayor, Karen Brown Johnson, has been marginalized—and Pam Lotano-Cerrone, cannot blow the whistle on Price Chopper Supermarkets and the Golub Corporation, so I will. After all, the job of the "Watchman" (Ezekiel 33) is to warn the people that God is watching them—so they can better serve the Lord by truly serving others!

Former Schenectady Mayor, Karen B. Johnson, wrote on her Facebook page on May 9, 2015, "Working on long term planning for Schenectady's Hamilton Hill Arts Center - which provides a safe place for kids and the opporunity to expand their artistic horizons and celebrate African culture around the world. Want to support." Pam Lotano-Cerrone is the manager of Community Relations at Price Chopper Supermarkets. She is also the organizer of the "Hamilton Hill Arts Center" project and its Go Fund Me site, which has only raised $1,485 in the last six months.

Why is Jane and Neil Golub of the Golub Corporation, and Metroplex not supporting the cause of the Hamilton Hill Arts Center or at least green-lighting their Community Relations manager, Pam Lotano-Cerrone's project? After all, Price Chopper closed its doors in the adjoining neighborhood of Mount Pleasant years ago—to seek more affluent neighborhoods in the nicer parts of Schenectady—as well as the Capital Region of New York State.

PRICE CHOPPER SHOULD BE ASHAMED TO HAVE THEIR COMPANY LOGO ON THE HAMILTON HILL ARTS CENTER WEB SITE.

The Schenectady County Metroplex Development Authority (where Golub Corporation and Price Chopper Chairman Neil Golub is a board member) works to attract new jobs and new investment to Schenectady County, but this focus is shortsighted. Metroplex cannot expand the county's property tax base, sales tax base, and create and retain jobs without first investing in the present consumers and future taxpayers of Schenectady. If you do not educate, mentor, develop and empower the youth of Schenectady to become successful, then you create more impoverished future adults—who will not own property and contribute to the community.

Social mobility is defined as movement of individuals, families, households, or other categories of people within or between layers or tiers in an open system of social stratification. Absolute social mobility refers to the overall numbers of people who end up in a different layer of stratification from that of their parents. Mobility is most often quantitatively measured in terms of change in economic mobility such as changes in income or wealth, and without investing in the lives of inner city youth from impoverished families, they will find it extremely hard to achieve future success. Forbes estimates that the Golub Corporation will make 3.5 Billion Dollars for Fiscal Year End 2015.

Therefore, the Golub Corporation can easily reinvest $100,000 in each of the four (4) Schenectady troubled neighborhoods and the youth that come from the impoverished families that shop at their supermarkets within these demographic market areas (DMAs).

Four Hundred Thousand Dollars ($400,000) reinvested back into Schenectady's four (4) impoverished districts is .0001142-percent of the $3,500,000,000 ($3.5 Billion) dollars 
that Golub Corporation made off its customers.

The Anti-Defamation League recognized the chairman of Price Chopper, Neil Golub and his wife, Jane, for their commitment to education and peace in 2012. However, does not the Hamilton Hill Arts Center provide education?

Karen B. Johnson cares about the Hamilton Hill Arts Center. She was elected Schenectady's first and only female mayor 25 years ago. Mayor Karen Johnson threw her “hat in the ring” in June of 1987, announcing her run for a second term. After having been elected to the Schenectady City Council in 1975 and serving as President of the City Council from 1980 to 1983, Johnson served as Mayor of the City of Schenectady from 1984 to 1992. She has been a member of the Schenectady County Legislature since 2000 and is currently Vice Chair of that body. I know Karen Johnson personally since childhood and have always known that she cares about the people of Schenectady. Johnson holds an undergraduate degree from Harvard College and a Master’s degree in Urban and Environmental Studies from Rensselaer Polytechnic Institute. She led the successful $30 million expansion campaign at Proctor’s Theatre in Schenectady, where she continues to work as Manager of Planned Giving. Additionally, Johnson devotes significant time and energy to community groups. She is a former Board Member of Highlights for Children, a business started by her grandparents, and of Living Resources, Sunnyview Hospital, United Way and the Refreshing Spring Day Care Center, to name only a few.

Karen Brown Johnson (D), Mike Petta (D) and Richard Ruzzo (D) are Schenectady County legislators (serving District #1—Woodlawn and Central Park of the City of Schenectady)—and all three of them have been marginalized by the Schenectady County legislator.

Philip Fields (D), Gary Hughes (D), and Jeffrey M. McDonald (D) are suppose to serve Schenectady County District #2 of the City of Schenectady in Mount Pleasant and Hamilton Hill. The Hamilton Hill Arts Center is located in District #2, and I met Jeffrey McDonald and know he cares about people. Therefore, I would have to say that Philip Fields, Gary Hughes and Jeffrey McDonald are also marginalized by the Schenectady Legislator.

Schenectady Co. Legislator Philip Fields (D), Chair of the Schenectady County Legislator Committee on Rules and Ways and Means Committee, sponsored "A Resolution," Title 12, on February 11, 2014, "Honoring Black History Month in Schenectady for 2014"—was not that about 11 days too late into the already short month?

New York State Assembly Speaker Carl Heastie announced on February 11, 2015 that he has appointed Philip Fields to serve as director of Budget Studies. Fields most recently served as deputy fiscal director for the Assembly. Prior to that, he served as senior transportation analyst for the Ways and Means Committee, senior analyst for the Corporations, Authorities and Commissions Committee, and analyst for the Real Property Taxation Committee. Fields is the deputy chair of the Schenectady County Legislature. He currently chairs the County Rules Committee as well as the County Ways and Means Committee. He earned master's and bachelor's degrees in Economics from the State University at Albany. In March 2015,  less than two months (after replacing disgraced and ousted speaker Sheldon Silver), Carl Heastie (D-Bronx) tabled a proposed new tax giveaway for the wealthy that Governor Cuomo sought to insert in this year’s state budget under the guise of education reform.

Assemblyman Santabarbara Secured Funding for Early Childhood Education Programs

September 17, 2015—Assemblyman Angelo Santabarbara helped secure more than $1.4 million in state funding for three pre-kindergarten programs in our region.

The Fonda-Fultonville Central School District will receive $271,872, Greater Amsterdam School District will receive $590,299 and Schenectady City School District will receive $608,541, with funding distributed through the state Education Department. The state aid was reserved for high-needs school districts that proposed pre-k programs.

“Early childhood education programs are a smart investment in our schools that are a critical part of creating a bright future in New York. I am committed to ensuring our schools have the resources they need to provide a quality education and this funding is part of my effort to create opportunities for our children to succeed,” said Assemblyman Angelo Santabarbara. The disbursement of the funding is subject to the approval of the New York State Comptroller’s Office. The Schenectady County 2015 legislative budget Capital Improvement Program plan totals $13,011,064 which includes a County appropriation of $4,702,326 with the balance of funds coming from Federal and New York State grant funds. Over the past few years, the County’s Capital Improvement Program focused on large projects such as the Schenectady County Community College (SCCC) Music and Drama addition, and renovations to SCCC’s Elston and Begley Halls. The Schenectady County Summer Youth Employment Program provides youths ages 14-20 with an opportunity to gain meaningful on-the-job training for 20 hours per week during the summer months. Due to funding regulations, participation in the 2015 Summer Youth Employment Program is limited to individuals whose family is receiving TANF or Food Stamps or whose total family household income does not exceed 200% of the poverty line.

The 2015 Capital Improvement Program also provides $824,000 in funding to continue the previous year’s focus on upgrades to existing County and community college facilities. County Planning obtained $145,000 in grant funding to support the bike-hike trail improvements. But what money has been allocated to Schenectady County's impoverished elementary school-aged children's after school program at the Hamilton Hill Arts Center? Why has ONLY $1,485 been raised for the Hamilton Hill Arts Center? Why? Why? Why?

The Hamilton Hill Arts Center has been open since 1968. Open year round, 6 days a week, the center provides programming for 200 children ages 5-12 from low-income families, with an annual budget of less than $100,000. The center is the only African-American arts and cultural 501(c)3 organization.

The Hamilton Hill Arts Center is suppose to be a safe haven, providing a creative, culturally-supportive environment—introducing children of all races to the arts and creative programming. The Hamilton Hill Arts Center is supposed to have mentors and positive role models, to encourage youth to pursue paths that lead to positive contributions to the community.

The Golub Corporation and Metroplex, where Neil Golub, Chairman of Price Chopper Supermarkets, is a board member of the Schenectady Metroplex Development Authority, should be donating at least $250,000 to increase the $1,485 small dollar amount that has taken six (6) months to raise for the Hamilton Arts Center. Forbes estimates that the Golub Corporation will make 3.5 Billion Dollars for Fiscal Year End 2015.

The Hamilton Hill Arts Center is another perfect example of how Schenectady Democratic legislators, City Council, Metroplex and the Golub Corporation have neglected the impoverished youth of Schenectady. 

The Arts Center of the Capital Region offers grant opportunities for individual artists, artists in schools, and arts organizations. 

The New York State Council on the Arts (NYSCA) provides state funding to arts and cultural organizations and the Decentralization Program (DEC) was established in 1977 to reach out to communities that might not otherwise be able to access these state funds. Local arts agencies, like ACCR, help administer the DEC program on a local level to make arts support available to geographically, economically, and ethnically diverse populations, and to increase the vitality of and livability in local communities and neighborhoods in every county.

Schenectady's Daily Gazette reporter, Kelly de la Rocha, wrote on October 21, 2014, "Things looking up at Hamilton Hill Arts Center." She reported, "The chipped linoleum floor in the Hamilton Hill Arts Center’s Jerry Burrell Gallery will soon be replaced so children will have a safer place to dance and play. The center’s boiler is being renovated and by November, new windows will keep drafts at bay. Things are slowly looking up at the financially strapped establishment, those who run it say. A refuge and source of art education for children since 1968, the center has weathered..." But from May 2015 and today, the Hamilton Hill Arts Center Go Fund Me site only has raised $1,485 dollars from concerned citizens and the Schenectady County legislators. The Daily Gazette reported on April 27, 2015, "People came out in force to support additional funding for the Hamilton Hill Arts Center during a Schenectady City Council public hearing on the city’s five-year consolidated plan and 2015 action plan to leverage $2.6 million in federal funding for projects. Schenectady’s action plan to distribute the funding focuses on targeting blighted properties and helping to enhance low-income neighborhoods. As part of the proposal, the city is looking to provide $19,608 for Hamilton Hill." ONLY $19,608 dollars for Hamilton Hill—that's a travesty—especially when Metroplex and Schenectady are building a new casino—and $1.5 million is going into neighborhoods downtown within the Downtown Schenectady Improvement Corporation (DSIC) district. There's nothing glorifying to God about creating thousands of low paying jobs, simply so the casino employees can give their paycheck back to the casino.

According to the Metroplex web site:

"Schenectady, N.Y., October 20, 2015 -- A group of private investors will purchase 19 City-owned properties with plans to build new homes in Schenectady through a partnership called “Live In Schenectady.” The group has committed more than $1.5 million to fund Phase I of the program that will build 10 new homes with plans to add another 15 homes in Phase II."

All of the parcels are located off of lower Union Street in Schenectady. They include 15 vacant lots and four empty buildings all currently off the tax rolls and owned by the City.

"Investors in the new program include: Jim Connolly, former CEO of Ellis Medicine; HighBridge Development; Neil and Jane Golub; Galesi Group; Antonio Civitella, President and CEO of Transfinder; NBT Bank; BBL Construction; Re4orm Architecture; Precision Industrial Maintenance; Schenectady Hardware and Electric; the Daily Gazette; Capital Region Gaming, an affiliate of Rush Street Gaming; Northeastern Fine Jewelry; Jackson Demolition, and Union College."[2] "The following banks are also committed to the program:  NBT; Capital Bank; Ballston Spa National Bank, and Pioneer. The “Live In Schenectady” team plans to purchase five properties on Seminary Place and 14 others on Barrett Street. The 19 properties will be purchased from the City at the full appraised market value of more than $200,000."[3]

The Hamilton Hill Arts Center is needed now more than ever! Changing demographics in the city of Schenectady, NY emphasize the need: In 1970 the non-White population living in Schenectady was only 3%; in 2010 it was 40%. Children living in the Hamilton Hill neighborhood are at-risk for teen pregnancy, HIV/AIDS and other STDs, child abuse, high school drop out, crime, violence, and substance abuse. A March 2015 Albany Times Union article reported the Capital Region of NY ranks last of 100 communities in the US for providing black children with an environment that supports healthy development; the Hamilton Hill section of Schenectady was specifically identified as a neighborhood with low opportunity.  Pam Lotano-Cerrone, lives in Glenville, Schenectady County, New York, and is the manager of Community Relations at Price Chopper Supermarkets. She is probably afraid to let the Golub Corporation, Schenectady County legislators and the Schenectady Metroplex Development Authority, know that they need to help raise more than $1,485 in 6 months for the Hamilton Hill Arts Center.
